If there is such a thing as Adult ADD (and I believe there is), this guy has got it. I remember once during a staff meeting someone's car alarm started going off. It was the kind that just used the car horn: BEEP! (pause) BEEP! (pause) BEEP! - I looked over at him, and he was making facial contortions in time with the beeping. I don't think he was doing this to try to get attention; he just couldn't control himself! I know a teacher who fits this description.
